Religious Tourism Management: Opportunities and Challenges in Legal Perspective

ABSTRACT This research examines the religious tourism concept that is being developed the world of tourism, the development of tourism has undergone a very rapid change in looking for opportunities to attract tourists from all markets, both from local and foreign tourists. In legal perspective, opportunities for the development of religious tourism are very open with the draft in the law on tourism determining the type of tourism business. In this study, it uses socio-legal research by combining normative legal research with empirical research. From the results of this research study, it was found that there are opportunities and challenges in the management of religious tourism. The opportunity for the development of religious tourism in Bali in particular is very large, it can be seen including: Balinese people in general are very enthusiastic about carrying out religious activities; The increasing desire to carry out religious activities will encourage people to come to holy places (temples). However, in the opportunity there is a challenge that must be anticipated in maintaining the sacred values of sacred places in the Nusa Penida area, Klungkung Bali. Foreign tourists and domestic tourists still do not understand the customs and culture that exist in the environment of sacred places that are used as religious tourism. From the findings obtained on cases in the management of religious tourism, foreign and domestic tourists have not realized themselves in entering the religious tourism area in which there are rules that have been made by the local community but many tourists still disobeyed it.
